Medical Counselling Committee (MCC)

The Medical Counselling Committee (MCC), under the Directorate General of Health Services (DGHS) of the Ministry of Health & Family Welfare, conducts online counselling for various medical seats in compliance with significant court orders and notifications. These include the Supreme Court orders in Anand S. Biji vs. State of Kerala & Others (23/03/2012) and Dar-Us-Slam Educational Trust vs. MCI (09/05/2017). MCC is responsible for managing the allocation of:

1.    15% All India Quota (AIQ) seats for UG courses
2.    50% AIQ seats for PG courses
3.    100% seats in Super-Specialty courses (DM/MCh)

These responsibilities align with the guidelines outlined by the National Medical Commission (NMC) and various court orders.

Roles & Responsibilities of MCC

MCC’s responsibilities include:

•    Maintaining its official website.
•    Finalizing counselling procedures and schedules.
•    Coordinating with relevant agencies for State/UT quota seats.
•    Managing legal matters related to AIQ counselling.
•    Setting up and managing counselling centers, if necessary.
•    Determining counselling fees and deposits.
•    Distributing and collecting forms.
•    Conducting audits of funds.

Important Judgments and Notifications Shaping AIQ Policies

1.    Dr. Dinesh Kumar & Ors. vs. Motilal Nehru Medical College (1985) – Established the AIQ scheme for 15% UG and 25% PG seats, with seats allocated based on national/state entrance exams.
2.    Sharawan Kumar vs. DGHS (1992) – Approved the 15% AIQ for MBBS/BDS seats.
3.    Anand S. Biji vs. State of Kerala (2012) – Transitioned PG counselling to an online format.
4.    Dar-Us-Slam Educational Trust vs. MCI (2017) – Mandated common counselling for government and deemed universities due to their nationwide character.

Types of Counselling Conducted by MCC

1.    UG Counselling
•    15% AIQ seats for MBBS/BDS in states (excluding J&K unless they opt in).
•    100% seats in BHU, AIIMS, JIPMER, AMU, and certain quotas in DU/IP University, and Jamia Millia Islamia.
2.    PG Counselling
•    50% AIQ seats of all states (J&K excluded unless participating).
•    100% seats in Central Universities and Deemed Universities.
•    50% seats of ESIC colleges (for ESIC-insured wards).
•    Registration for Armed Forces Medical Services Institutions.
3.    Super-Specialty Counselling
•    100% seats for DM/MCh in State/Private Colleges and Deemed Universities, excluding Institutes of National Importance (INIs).

Notable Recent Developments

From 2020-21, MCC began conducting UG counselling for all AIIMS institutes and JIPMER. Additionally, from 2021, reservations of 27% OBC and 10% EWS are applicable in AIQ seats.
